Billingsley, 32, who was wanted in connection to the murder of EcoMap Technologies founder Pava LaPere in her Baltimore apartment, was reportedly arrested overnight in Bowie after two days on the run.
Officials in Baltimore confirmed the arrest during a press conference on Thursday morning.
Acting Police Chief Richard Worley said that investigators have been tracking phone calls, financial transactions, social media posts, and old jail calls as they sought Billingsley, who proved to be elusive.
"There were several instances where we were able to track (him to) a close proximity of his location, but he was still able to elude," Worley said, noting that a previous press conference regarding the murder had to be delayed because they were "within 88 meters of capturing him, but he evaded us."
Worley said that the department knew that there was a risk he would go underground when they went public with his name, which he confirmed happened after Billingsley saw one of the agency's news conferences.
Billingsley had also been wanted in connection to an attempted murder, arson, and sex offense that happened in Baltimore last week, and he had been on probation following arrests in 2009, 2011, and 2013.
"We gave you all our word that we would not stop until we brought this individual in and exhausted every resource to bring him in," Baltimore Mayor Brandon Scott said.
"It's very clear that this individual posed a substantial danger and was violating the terms of his supervision after being released."
Mathew Silverman, the Chief Deputy for the US Marshals in the region said that they were able to secure Billingsley without any incident.
"This arrest truly speaks to the power of our public interest and safety partnerships with all of you," he said during a press conference announcing the arrest. "Hopefully we don't have to be up here anytime soon to do another press conference."
