Hastings Trustees Adopt Hazards Mitigation Plan

HASTINGS-ON-HUDSON, N.Y. – The Hastings Board of Trustees adopted the Greater Greenburgh Planning Area All Hazards Mitigation Plan at its meeting on Tuesday night.  This plan is designed to help the village when looking to apply for government funds in the case of damage from disasters like flooding, the board said.

“I wanted to come down here tonight to underscore the importance of getting a mitigation plan adopted promptly,” said county legislator MaryJane Shimsky (D-Hastings-on-Hudson).

The plan has already been adopted by local villages like Ardsley and Dobbs Ferry, according to Hastings village manager Francis Frobel. “Fostering this type of inter-municipal cooperation and joint decision making will help everyone along the river devise and implement the best solutions for easing the flooding problems,” Frobel said.

Shimsky reiterated that the plan should be approved because it could only help the village when requesting federal grants in the future. “When we get to the action phase we’re going to need money,” she said.  “The way the federal regulations are now being written and implemented, we need a mitigation plan to qualify for most if not all types of federal funding.”

Hazard mitigation program manager Jonathan Raser of Tetra Tech spoke to the board about what the plan could mean for Hastings going forward.  Raser said it would be helpful in the future when anticipating losses from potential flooding.  Raser described the plan as a way of assessing risk for the village.

“It’s so we know where we need to be focusing our attention,” Raser said. He added that the plan has already been approved by FEMA, but it needed to be adopted by the local jurisdictions before the village can apply for grants and federal money for damages like flooding in the future.
