Man Arrested in Dobbs Ferry With 13 Bags of Pot

DOBBS FERRY, N.Y. – Michael Mattsoukas, a 20-year-old Hastings resident, was arrested and charged with disorderly conduct, resisting arrest, unlawful possession of marijuana and criminal possession of stolen property just after 9 a.m. Thursday.

Police said Mattsoukas was found on the Croton Aqueduct between Cedar Street and Dobbs Ferry High School after a caller filed a complaint of two males smoking marijuana. Police said Mattsoukas smelled of marijuana, which was probable cause for a further search, but he objected to the search and started screaming expletives and kicking to prevent arrest. Police said they found 13 small plastic bags of marijuana in a duffle bag he was carrying along with an allegedly stolen Hewlett Packard laptop.
