Hastings Planning Board Expected To OK Clean Up At Waterfront

HASTINGS-ON-HUDSON, N.Y. – The Hastings Planning Board is expected to approve a clean up on the Hastings waterfront at its Thursday meeting at 8:15 p.m.

Chevron Environmental Management Company will go before the board to get view preservation and site plan approval, allowing Chevron to construct and install various pre-fabricated structures and electric poles, according to the planning board agenda.  The structures and power sources are necessary to complete the New York State Department of Environmental Conservation (DEC) mandated cleanup of the waterfront site. 

The waterfront property is classified as a Class 2 site in the State Registry of Inactive Hazardous Waste Sites, part of the State Superfund program that addresses contaminated sites, according to materials provided by the DEC. If Chevron’s plans are approved, the following actions will be taken to remove years of hazardous material accumulation: 

  • Install a groundwater treatment system, including infiltration trenches and injection wells
  • Cover the site in 2 feet of soil to act as a cover
  • Air monitoring to ensure the safety of workers and the community
  • Groundwater monitoring to track the progress of the cleanup process 

Progress has already been made with 1,700 cubic yards or contaminated soil removed, disposal of dilapidated boats on the site, and various designs for cleanup processes, according to the DEC material. 

The site, known to the DEC as the Tappan Terminal Project, is made up of 15 acres of riverfront land, and was formerly split into two properties. The former Uhlich Color Company and the former Mobil Oil terminal once occupied the site, according to the material. The site has been home to dye, pigment and photographic chemical manufacturers as well as a petroleum distribution facility, leading to heavy metal, polychlorinated biphenyls and other toxic contamination.
