As corporation counsel, she succeeds Mark Blanchard, who will enter private practice effective Monday, Aug. 17. She will begin Sept. 28.

Gill began her legal career with a private litigation firm and in 1995 was appointed assistant corporation counsel for the city of New Rochelle. She was promoted to deputy corporation counsel in 1997, serving as legal adviser to the Planning and Zoning boards and city staff on zoning and development issues, and was promoted to corporation counsel in November 2009.

In 2013, Gill joined Iona College. In her position as general counsel and secretary to the board of trustees, she managed the legal operations of the college and provided support and advice to the president and board of trustees on a broad range of issues.

“We are privileged to welcome back Kathleen Gill to our city staff,” said City Manager Charles B. Strome III. “Her depth of knowledge and experience will prove invaluable during this important stage in New Rochelle’s development.”

“All would agree that Kathleen is a tremendous talent and asset to our campus and greater community,” said Joseph Nyre, president of Iona College.  “Whether at the city of New Rochelle or Iona, we are fortunate to have her here, and we look forward to our work together enhancing our community.”

Gill said, “I have truly appreciated my time at Iona College and the opportunity to contribute to its positive growth. As I rejoin my colleagues at City Hall, I look forward to the exciting initiatives underway.”

Gill earned her undergraduate degree in government from Skidmore College, an M.S. in urban planning and environmental studies from Rensselaer Polytechnic Institute and a J.D. degree and environmental certificate from Pace University School of Law, where she was an editor on the Environmental Law Review. She is currently a member of the New York state and New Rochelle Bar Associations.

As chief of staff of policy and government affairs/corporation counsel, Gill will advise the city manager and City Council on strategic and legal matters.
